Antique 1882 Dutch Single Horn Epergne 833 Silver and Glass by J. It measures 17" tall, with a 9-3/4" wide glass bowl, an 8" wide base toe to toe, and the top glass is 3-3/4" wide. Total weight is 2 lbs. It has the date mark X shape 1882, the VK makers mark, and the Dutch 833 Silver mark of a right facing lion all stamped on the outside edge of the silver base. The top piece of glass has 7/20 L etched into the glass, which I assume is a measurement?
The top glass section unscrews from the base and then you can remove the center glass bowl from the silver stand if needed for cleaning, each section is cushioned by more modern pieces of rubber or plastic where they come in contact with each other, after 130+ years the old cushions must have worn out and were replaced. The silver was tested and is at least 833 parts per 1000 of silver or greater. It's not scrap but it does have silver value, I couldn't weigh the smaller piece of silver on the top section, but that would be additional silver value for you.
